That's what Obama says.

This is the same Obama who was caught on tape disparaging Republicans for "clinging onto their guns and Bibles".

Obama is playing the blame game. The Democrats own the White House and both houses of Congress. They don't need Republicans to pass anything. The blame sits squarely with the Democrats.
