He will voice his fears of a "New Orleans-style Britain of passively coexisting ethnic and religious communities, eyeing each other over the fences of our differences".
Mr. Phillips appears to need some edification about New Orleans and indeed America overall. He seems not to know that the Mayor of New Orleans is black, as is the Chief of Police. And the man overseeing the disaster relief efforts, Lt. Gen. Russel Honore, is black.
On the national level the woman co-ordinating relief from overseas, the Secretary of State for America Condi Rice, is black.
Phillips sinks lower in using the worst natural disaster to befall America to further is political agenda.
He will admit that his message is "bleak", but sees Hurricane Katrina as a warning to Britain to avoid complacently believing that it has an integrated society.
In other words, America fell into such complacency.
New Orleans is 80% black. So far donations from across America have surpassed 9/11 and are rising. All across America strangers have opened their doors to take in evacuees - mostly blacks. Volunteers from all across America have flooded the area offering everything from medical and IT expertise to just physical labor. Schools and Universities across America have offered to educate displaced evacuees.
Immediately after the disaster, bloggers started a fundraiser over the internet and raised over $1.25 million. I participated in that blog a thon and my blog raised over $700. I'm an American living in Scotland - and I'm white.
Yes, Mr. Phillips, Britain would do well to learn the lessons of America's Katrina. So as to learn how a truly integrated society works as opposed to Britain's multicultrual failure - 7/7 proved that.
