Here's how the BBC describe Moussaoui's new home.

Critics describe them as a breeding ground for monsters - with regimes that are tantamount to torture.

Regimes and torture in the same sentence - coincidence? I think not.

Since, "Supermaxes tend to be the end of the road for those in the prison system" as the BBC notes, it's clear that the prioners were monsters and that's why they're there.
