India - BBC:Mumbai blasts not a terror attack

Well, that's the way it would seem if you read the BBC. Nowhere in this BBC report, where it's reported that 183 died and 714 were injured in 7 coordinated attacks, does the BBC mention the words "terror" or "terrorists". Likewise in this BBC report.

CNN, The London Times and Fox News, to name a few, have no problem calling it what it is.

What exactly does the BBC consider terror then?
