UK - 7/7 Muslims connected to al Qaeda

It's looking more solid now that al Qaeda did in fact control the whole opperation and the 7/7 British Muslim terrorists did not act alone. See here and here.

All of which raises more questions. The police have said that the 21/7 failed terror attack by British Muslims was not connected to the 7/7 attack. Did al Qaeda direct and control both attacks? Were these two al Qaeda sleeper cells and are there more?
