The president conceded some crucial ideological ground, formally disavowing the neo-conservative accusation that Saddam had played a role in the attacks on September 11 2001.
But Bush and his administration have never made that claim. In fact, Bush has publicly said there was no evidence Saddam had a hand in 9/11. Therefore, Bush isn't conceding anything of the sort. The Guardian simply made it up.
