Has Al-Qaeda's role in Britain changed from support to coordination?

Britain has long been connected to Al-Qaeda in a support role; recruitment, finance and false documents. The recent foiled terrorist plot signaled a significant shift in policy. Now it looks like the policy shift took effect long ago or at least to before the Spain bombings.

From The Times and The Sun.

The Times - Madrid bombers took orders from British cleric, say police
From Edward Owen in Madrid

SPANISH police believe that a Muslim cleric in Britain played a leading role in orchestrating the March 11 train bombings in Madrid that killed 192 people and injured more than 1,700.
Detectives have learnt that one of the last mobile phone calls made by al-Qaeda terrorists before they blew themselves up this month inside a safe house in a Madrid suburb was to a person in Britain using the name Ben Salawi.

The Sun - A BRITISH Islamic leader ordered the Madrid bombers to kill themselves as they faced arrest, police believe.

The Mr Big was phoned by one of the al-Qaeda suspects just before the gang blew themselves up.

Remnants of the mobile used to make the call are believed to have been found at the suicide scene. The Brit has yet to be identified. But Spanish police believe he is a radical Islamic leader living in the UK.

Well British Muslim Council, what say you? Still think a letter writing campaign is doing enough to stop Islamic terrorism here in the UK?
