Iran's nuclear weapons program

In this article from The BBC, UN nuclear chief Mohamed ElBaradei is quoted as saying

Mr ElBaradei said there was no clear proof to back up Washington's claims that Iran is chasing nuclear weapons, but he called on Tehran to be "more transparent and proactive".

But that doesn't square with this from MSNBC

KUALA LUMPUR, Malaysia - Iran and Libya received black market nuclear materials from Pakistani scientist Abdul Qadeer Khan, police said Friday, citing the deals’ middleman.
