Mr Davis called for a new border control police force to secure Britain's "porous" borders.
The process of granting British citizenship should be "urgently reviewed", he said.
The government should allow evidence from phone-taps to be used in court, Mr Davis added.
And ministers should review the Human rights Act "advocating its repeal if necessary".
