I'm sure this will scare them. And if that doesn't work they can pass a resolution warning them again. If that fails, the UN can send them a letter telling them just how angry the UN is. Should that fail, the UN can pass another resolution announcing just how angry the UN is. When that fails, the UN can establish a commission to study he impact of a war. Now when that fails....
