It's an effort to reduce the military through attrition. Watch for bonuses to illegal aliens who would serve for citizenship, cash, and college degrees, but nothing for the white guy who was born here. Remember the comments about mobilizing the racial groups, teens, and women? This is nothing more than retribution, since the military voted against him overwhelmingly, and typically votes in favor of Republicans overwhelmingly (though not quite as bad as blacks vote Democrat, and certainly not like they voted for Obama). He's picking and choosing his coalition for 2012.
